Seattle Children’s Hospital announced today that it has treated approximately 125 patients who lost contracted access to Seattle Children’s when new plans on Washington’s Health Benefit Exchange became effective at the beginning of the year.
Those patients, whose ailments range from craniofacial disorders to a neck mass, were all treated by Seattle Children’s regardless of their Exchange plan coverage, but continued access to the hospital remains in question.
“This is a dire situation for our patients,” said Dr. Sandy Melzer, senior vice president and Chief Strategy Officer, Seattle Children’s. “We can’t continue providing services to these patients without reimbursement from their insurance companies. Eventually, these patients will have to seek care elsewhere, and for the treatment of many conditions, there is nowhere else to go in the region.”
Seattle Children’s has filed exception requests on behalf of the 125 patients. Of the more than 200 exception requests, approximately 20 have been answered by insurance companies. Eight of those were denials, including:
A 2-year-old with a neck mass that could have been a dangerous infection or a tumor;
A teenager suffering from mitochondrial disease, a rare disorder that requires treatment from a variety of specialists;
A 5-month-old baby diagnosed with craniosynostosis, a very serious condition in which the seams of a baby’s skull fuse together prematurely, leaving no room for the growing brain. Seattle Children’s performs more craniosynostosis surgeries than any other center in the country, based on national hospital discharge data.
Seattle Children’s made a decision to treat the patients – even though the plans will not pay network benefits for this care – to give families time to work with insurance providers and better understand their new benefits. To date, the hospital also has incurred tens of thousands of dollars in administrative costs associated with the extra work required. [...]

A former high-ranking San Francisco government employee convicted of felony possession of child pornography will continue to receive his government pension because, according to city regulations, evidence of “moral turpitude” is required to revoke a pension yet viewing violent kiddie porn does not qualify as moral turpitude.
As reported here in the Tatler, Larry Brinkin, a prominent San Francisco Human Rights Commissioner and nationally known gay rights advocate, was arrested in 2012 for possessing and possibly distributing videos and images of babies being raped by adult men. Because of Brinkin’s “iconic” stature in the community as the person who pioneered “domestic partnership” laws nationwide, supporters at the time accused the police of framing him with false charges. But the evidence was so overwhelming that, after 18 months of legal wrangling, on Tuesday, January 21, Brinkin pled guilty to felony possession of child pornography, with various other more serious charges dropped as part of the plea bargain. He will serve just six months in jail and thereafter have to register as a sex offender.
Knox said he did not believe Brinkin’s city pension would be affected by the plea because his conviction doesn’t fall under “moral turpitude.” Under Proposition C, approved by voters in 2008, a city employee convicted of a crime involving moral turpitude – usually theft, fraud or a breach of the public trust – cannot collect employer-funded retirement benefits.
The Omaha Police Officers Association is defending itself against criticism that it antagonized the local African-American community after it posted disturbing video of a black toddler hurling obscenities and sticking up his middle finger to the camera.
The 2-year-old shown in the video and three other children have been removed from the home and placed in protective custody, the Omaha World-HeraldÂ reports. Police have said that they acted out of concern for the children’s safety.Â The Omaha city prosecutorâ€™s office said that it has determined that no crimes were committed in the video.
The police union posted the video to its website on Tuesday, with the headline, â€œHeartbreaking Video Shows â€˜The Thug Cycleâ€™ Continuing.â€ A Facebook post linking to the video has received more than 400 comments. The police group claimed that a “loyal follower” tipped them off to the video that wasÂ posted on a â€œlocal thugâ€™sâ€ public Facebook page. (â€œWe refuse to give this thug any notoriety or attention, and as much as we would love to publicly shame him, we will keep his identity private,â€ the association wrote along with the video.)
â€œShe was outraged about what the thug had just posted for all to see,â€ the association wrote. â€œWe here at OmahaPOA.com viewed the video and we knew that despite the fact that it is sickening, heartbreaking footage, we have an obligation to share it to continue to educate the law abiding public about the terrible cycle of violence and thuggery that some young innocent children find themselves helplessly trapped in.â€
The unedited video shows the child calling an adult out of view of the footage a â€œb—- a– n—–â€œ and repeated â€œsuck my d—â€œ to a woman who asked him to use the phrase. Heâ€™s also seen responding â€œYou a ho, b—-!â€ to an adult and giving the middle finger to the camera. Police haven’t released the identity of the children’s parents. [...]
…..Police in Omaha said nothing in the video was illegal, but on Wednesday night Child Protective Services took the young boy in the video along with three other children into protective custody for “safety concerns.” (Via KMTV)
Turns out the toddler’s mother was one of those other three minors in custody â€” she’s just 16 years old. She sat down for an exclusive interview with Omaha’s KETV Thursday and said she’s a good mom.
“They weren’t worried about the video because he had a clean diaper, the house was clean. And like they said, kids cuss â€” every kid does it. … For everybody that thinks I’m a bad mother, I’m not. I’m a good mother to my son, and I teach him a lot.”
KETV added the mom and her son are in custody in two separate places. New information was revealed Thursday about those “safety concerns.” WOWT reports the toddler’s grandmother’s home was hit by several bullets back in October.
Back then, the toddler was hit in the foot by shrapnel while his mother and two aunts were shot. All of them survived. But after the family moved to a new home, police arrived again.
The Omaha World-Herald reports the toddler’s grandmother was arrested in December on a weapons charge after five guns were found in their home. Making matters more tragic for the little boy, his 17-year-old father was killed last spring in what Omaha police described as a “gang-related shooting.”
A Nebraska child welfare agency reportedly helped the family move to new homes twice because of safety concerns. Police say multiple gang members were allowed in the home, which also played a role in CPS taking the children from their home.

His 17-year-old father, D’Marco Pope, was killed last spring in what police said appeared to be a gang-related shooting.
His grandmother was arrested last month after five guns were found in the house. She now sits in jail facing a weapons charge.
His grandfather was sent to prison last year, convicted of a weapons charge.
Despite that support, an affidavit said, adults responsible for the children continued to let gang members into the home and near young children.
â€œThe pattern of gang activity remains a part of this family’s lifestyle,â€ the affidavit said.
â€œDue to the persistent and pervasive pattern of concerning behavior and gang-related affiliation, I believe it is an immediate and urgent necessity that these children be placed outside of the parental home,â€ a social worker wrote.
The boy lived with his 38-year-old grandmother, Kim Devers, until she was arrested.
After that, Devers’ daughter, Keirra Johnson, 19, cared for the boy, his mother and two other minors.
But authorities told a judge on Wednesday that Johnson didn’t have the ability to safely parent. Reached by phone, Johnson declined to comment. [...]
It’s becoming a common problem — kids behave badly, record it on cell phones, and post the unruly acts online; however, one video showing two girls picking on a 3-year-old has two families answering dozens of calls.
Shock and anger are not uncommon reactions to videos depicting bullying behavior, with online comments attacking everyone involved — including the parents. FOX 9 News spoke with both families and found the aftermath is still affecting them.
Both families were unaware anything had happened — let alone had been filmed and posted online — until the calls started pouring in from across the country. At first, they were just as outraged as anyone else. Now, they are very concerned.
Unaware? That much is obvious. She was riding her big wheel in the freaking street. Where were the parents during the altercation?? Why did they not hear her cries??Ã‚Â Obliviously unaware is more like it.
“I wasn’t happy with the video, obviously,” said Shawn, the father of the girl who was bullied in the video. “I am disgusted with it.”
Shawn told FOX 9 News he had no idea his daughter was the toddler who was bullied in the video until the father of the bullies came over to apologize.
“He’s taking care of it. Trust me,” Shawn told FOX 9. “He’s a good father and everything like that, so I’m not worried about what he’s doing over there.”
Many who watched the online video — which has been viewed more than a 250,000 times — assumed it was a clear case of racially-motivated bullying, but parents in both families say it’s not.
“I honestly don’t know where it comes from. We don’t teach that in our household,” Eddie, the father of the girls involved, said. “We’re not racist, none of that.”
Then explain the video title; “When white people piss black people off”, and his voyeuristic sadistic thirst to abuse a toddler while filming it! He has picked up his nasty habits somewhere. Here’s a thought, an eleven year old is to young to be on the internet unsupervised. Yes, really.
Both dads say their children usually play together and get along well, and they say viewers have blown the footage out of proportion and made it into something bigger than what it really is.
The video was shot by Eddie’s 12-year-old son, and it shows his 5-year-old daughter bringing the younger girl to tears.
“She’s not that way. You can see she’s — they’re — clearly getting coached through the whole situation,” Eddie told FOX 9. “When I [saw] it, I was disgusted with the video — very disgusted.”
Seemed to be a willing participant to me… In fact it looked as if she enjoyed abusing the toddler as much as her brother did watching her do so.
“He’s punished and getting dealt with,” Eddie insisted. “Internet, everything — privileges taken away. We’re dealing with it as a family.”
While many people are pleased the fathers are tackling the problem head-on, that didn’t stop local police from stopping by to make sure there wasn’t a bigger problem. At this point, both parents say they want to use the incident as a teaching moment. [...]

Who among you see this as a case of child abuse? IMHO An 11 year who thinks that it is okay to direct 5 year old children to physically assault a 3 year old child, cheer it on, laugh and celebrate the act, video it and share it online has some deep seated problems. A group of kids and a pre-teen bully a three year old girl and make her cry at least twice on camera. The cameraman (a 12 year old boy) brags on Facebook and titled his video “When white people piss black people off.”

(NY Post) –Manhattan Supreme Court Justice Eileen Rakower tossed a lawsuit brought by two parents against a Tribeca artist who snapped pictures of their children through their apartment windows as part of a controversial exhibition this year.
â€œWhat are the implications here for parents?â€ said a friend of the plaintiffs yesterday. â€œYou can just have people shooting your kids in their bedrooms, and nothing can be done about it? You canâ€™t just hide behind the word â€˜artâ€™ to behave poorly.â€

Making use of their floor to ceiling windows, he captured his innocent subjects engaged in a host of mundane activities, from cleaning the floor to playing with their kids. voyeur
But controversy erupted after Svensonâ€™s models learned that they were being photographed without their knowledge â€” and that the images were being exhibited and sold for up to $10,000 each.
Matthew and Martha Foster sued Svenson â€” who likened himself to a â€œbird-watcherâ€ â€” after realizing that their kidsâ€™ pictures were being used to promote the exhibit in California and at the Julie Saul Gallery in Manhattan.
Arguing that his behavior â€œshocks the conscience and is so out of keeping with the standards of morality in the community,â€ the couple asked the court to bar him from showing or selling the images.
They also demanded that he turn over all of the images not being used in the exhibit.
